Right - I've created a forum that's viewable by Guests on a staging version at https://upgrade-gw.therileyrmcentre.co.uk/forum, but I still get taken to the index page rather than the UCP one:
I created a post in that forum, but aside from giving guests the opportunity to read it, that didn't make any difference.
Forgive me if I've misunderstood your suggestions, but I don't mind if guests or non-signed in users arrive at 'This board has no forums' - I can edit that in common.php presumably anyway. The ideal, though, is for anyone not signed in to land on
